The County Clerk is a constitutional officer and is elected by the people for a term of four (4) years. The Clerk has many important functions within the county government. The County Clerk serves as clerk of the county legislative body, keeps records of the county legislative body and sends required notices,

The minutes of the county legislative body meetings are required to be promptly and fully recorded by the County Clerk and are open to public inspection. The County Clerk collects business taxes, hotel-motel taxes, handles motor vehicle registration and licensing and may solemnize a marriage. 

Since notaries public are elected by the county legislative body, the county clerk keeps a record of the notaries public in the county and has duties involving coordination between the Office of Secretary of State and the notary applicant. County clerks have other miscellaneous licensing duties, including hunting and fishing licenses, manufactured home licenses and others. ​

Marriage Licenses

Tennessee residents and out-of-state residents may apply for a marriage license at the Obion County Clerk’s office. Both applicants must be present to apply for a marriage license unless incarcerated or disabled. Incarcerated or disabled applicants must submit a notarized affidavit provided by the clerk’s office. Applicants must provide identification in the form of a valid state driver’s license, valid state identification card, or certified birth certificate and a social security card. If you are not a citizen of the United States, you will need a passport or other documentation that proves you are legally in the United States. Applicants will also be required to fill out a written application for the marriage license. You can complete the online application at https://secure.tncountyclerk.com//marriageform/marriageform.php. Please notify the clerk of your online application when appearing in the office. Marriage licenses are valid for 30 days from the date of issuance.

  • Under the age of 17 - No marriage license can be issued. No exceptions. Provisions allowing judges to waive the age restrictions have been repealed. Underage marriages can no longer be authorized by court order.

Between the ages of 17 and 18 - If one applicant is between 17 and 18, the other applicant cannot be more than four years (48 months) older. No exceptions. A birth certificate is required for verification. The minor's parents/legal guardian, next of kin, other having custody of the applicant, or duly authorized representative of a public or private agency having legal custody of the applicant shall join in the application either by personal appearance before the county clerk or by submitting a sworn and notarized Affidavit of Underage Marriage Consent. *This is not required if the 17-year-old applicant is emancipated; however, certified proof of emancipation must be presented at the time of application. There is also a three-day waiting period for approvals.
The fee for applying for a marriage license in Obion County is $99.50 unless participants have taken a Premarital Counseling Course. If the four hours of counseling have been completed, the counselor must fill out the Premarital Counseling form, and then the marriage license fee is $39.50.
